Intra-Union Transfer of Dual-Use Items

An intra-Union transfer refers to the delivery, transport, electronic transmission, or provision of an item (goods, software, or technology) from Austria to another EU Member State.

An authorisation is only required for items listed in Annex IV of the Dual-Use Regulation. These include, among others, the majority of nuclear-related items subject to the Safeguards Act 2013 (Category 0 of the Dual-Use Regulation, with exceptions).

Caution

The following documents are generally required:

  • Application form, including the technical classification of the requested item
  • End-Use Certificate (EUC) – digitally signed or personally signed
  • Technical description of the items in accordance with the criteria of the current Annex I or Annex IV of the Dual-Use Regulation (EU) 2021/821, including data sheets
  • A recent electronic extract from the company register / trade register
  • If available: Invoice (Proforma Invoice)
