Brokering and technical assistance for defence-related products

Brokering involves negotiating or facilitating the purchase, sale, or delivery of defence-related products from a particular third country to another. In this process, the goods remain in a third country.

Broker are individuals or companies that conduct brokering activities from Austria or have their registered office, residence, or place of stay in Austria.

The following documents are generally required:

  • An application form, including a technical classification of the goods in question
  • An End-Use Certificate (EUC) from the recipient in the destination country
  • An International Import Certificate (IIC) from the destination third country

Applications for mediation can only be submitted electronically via the online export portal.

Technical assistance may involve instruction, training, the transfer of practical knowledge or skills, or consultancy services. It also includes verbal, telephonic, and electronic forms of support.

Providing technical assistance can result in a licensing requirement or prohibition.

This applies if the technical assistance is provided outside the European Union by an Austrian citizen, or by a person or company with their registered office, residence, or permanent stay in Austria. The same applies to technical assistance made available from Austria by these individuals or companies to persons outside the European Union.
